Ensuring an Ethical Practice when Supporting Culturally and Linguistically Diverse Students

This two-part workshop will address common scenarios that school psychologists encounter in school settings, specific to working with and meeting the needs of Culturally and Linguistically Diverse (CLC) students and their families.
The presenters will address common ethical challenges that school psychologists face when engaging in this work, and will provide strategies and suggestions for maintaining an ethical practice. Participants will be introduced to a decision-making model and will practice using the model to work through several vignettes to problem-solve ethically defensible solutions.
Presenter and attorney Joel Hungerford JD, specializing in special education litigation, will answer the following questions with the audience, and discuss potential outcomes:
- What are my obligations in regards to education records and testing protocols?
- What is my role at a contentious Individualized Education Program (IEP) meeting?
- What do I do if a parent calls me to testify at his/her custody proceeding?
- What can I do if I have a parent that is sending me an excessive number of emails and text messages?
- What happens to me if a school I am working for ends up in a special education hearing?

About the Presenters
Angela Whalen, PhD, NCSP is a Clinical Associate Professor and Co-Director of the University of Oregon School Psychology Program. Since joining the faculty in 2003, she has served in a variety of roles, including School Psychology Practicum Coordinator and Assistant Dean for Academic Programs & Student Services in the College of Education. Dr. Whalen currently teaches courses in the areas of school psychology practice, ethics, clinical supervision, and school- and clinic-based practicum. She is a nationally certified school psychologist, with experience working in K-12 public school settings as a school psychologist, staff development trainer, and data/literacy coach.
Elena Diamond, PhD, NCSP is an Assistant Professor, Clinical Coordinator, and Co-Director of the School Psychology Program at Lewis & Clark College. Dr. Diamond teaches legal and ethical issues in school psychology, the school psychology practicum sequence, and a school psychology colloquium course. She has presented locally, nationally and internationally on topics including supervision, school-based consultation, positive psychology, and ethical school psychology practice. She is a licensed school psychologist in Oregon and a nationally certified school psychologist.
Joel Hungerford, JD is the youngest partner at The Hungerford Law Firm, a boutique law firm with over 100 years of experience representing school districts in the State of Oregon. Since joining the firm Joel has specialized in special education law, and routinely assists districts with internal and external investigations related to special education issues, including handling complaints before the Oregon Department of Education and the Federal Office of Civil Rights. Joel routinely draws upon his background in alternative dispute resolution to assist school districts in navigating potentially high-friction interactions, such as contentious IEP meetings, mediations, and legal negotiations. Joel obtained his undergraduate and graduate degrees from the University of Denver, and his Juris Doctor from the University of Colorado.
